Superintendent's Message

 

In observance of American Education Week, students and staff in public schools throughout the county are participating in a five-day celebration of education. American Education Week was established by the National Education Association (NEA) in 1921 as a way to generate public support for education. Today, it honors students' hard work, recognizes the professionalism and dedication of teachers and school staff, expresses appreciation to parents and community members for their critical role in student success, and rededicates the community to the goal of quality public education for every child.

As we celebrate this important event, we encourage you to attend the parent visitation day at your child's school. You can observe the quality of learning and the tremendous commitment and dedication of our students, teachers and school leaders. It is also a wonderful opportunity to find out how you can get more involved at your child's school!

During American Education Week, school districts throughout the nation will share their successes and goals with parents and the community. We are proud that our students continue to make achievement gains. Passing rates on statewide assessments show steady progress, and more students than ever are taking rigorous courses. Through our reform initiatives, we are working to ensure that all students have effective teachers and leaders, and equal access to successful programs of choice.

This year, our goal for American Education Week is for students, staff, and parents to recommit to continuing the progress we have made in Prince George's County. We must remain focused on our primary goals: equipping students with the tools they need for academic success and ensuring that they are college- and career-ready.

Student Based Budgeting

Last school year, we laid the foundation to enhance equity in funding decisions by piloting a system called Student Based Budgeting (SBB) at eight schools. SBB allocates dollars directly to schools based on the number of students enrolled and the specific needs of those students. Certain student needs and characteristics, such as grade levels or English language learners, will be given a predetermined weight that translates to real dollar amounts. This formula is gaining momentum in large school districts across the country, including Boston, Philadelphia, San Diego and Baltimore. After listening to principals in the pilot group and working through their concerns, we are rolling out SBB this year system-wide with the exception of early childhood centers, alternative schools, charter schools and regional centers.

 

Prince George's County, like many school systems, has traditionally given dollars to schools based on factors such as the number of students and staffing ratios. That formula did little to address students' and schools' diverse needs. It's a simple fact that every school is not the same. For too long, however, our funding system suggested otherwise.

 

In short, this means that now you and your child's school can have greater confidence that money is following students. What this means for Prince George's County Public Schools is that we are literally putting dollars behind our stated goals to empower school leaders, shift central office to better support schools, and balance accountability with increased autonomy.

 

To address your questions and concerns, we have created an in-depth budget section on the PGCPS website that includes Frequently Asked Questions (FAQ) about Student Based Budgeting and a list of important dates in the budget process. A copy of the FAQs is included with this letter. Your child's principal will also contact you in the coming weeks to explain how you can be engaged and involved throughout this process.

Public Hearings on School Boundaries

The PGCPS Office of Pupil Accounting and School Boundaries will host four public hearings on the Superintendent's proposed boundary and grade structure changes that were developed following this fall's public forums. 

Proposed changes address boundary concerns at Kingsford, Highland Park, Yorktown and Waldon Woods elementary schools; discussing the possibility of shifting sixth grade into middle schools; adjusting boundaries for specialty programs; and ensuring that all students in a neighborhood attend the same schools. Two Schools Join Prestigious IB Network

James Madison Middle School and Frederick Douglass High School are now officially part of the network of campuses that offer the prestigious International Baccalaureate (IB) Middle Years Programme. 

 

An extension of the rigorous IB Diploma program, the Middle Years Programme's guiding philosophy is to develop an academically-proficient, globally-minded learner. Frederick Douglass and James Madison had been working collaboratively towards becoming IB World Schools since 2008. The schools received notification on Oct. 17 that they were formally authorized to offer the Middle Years Programme, making them the only IB World Schools in Prince George's County Public Schools.
